Wartime Education
During months in which a declared war is occurring, Military Institutes ramp up their efforts and fast-track the ongoing training of officers receiving refresher or advancement courses. During wartime, the MIs also produce 1/3 Census (rounded up) in XP per turn. These may only be used to create fleet, flight and ground officers or upgrade crew qualities. These are in addition to the (1/3 Census)d6 normal end-of-year XP generated under SD 2.13.1 Military Academies, which continue to be generated and may be spent as usual.

I fear that this is too much. You'll soon have so much XP that half of your fleet is elite and has a special officer.

How about half of the normal (1/3 Census)*d6 every six months during war, instead of yearly as per normal, and ditch the idea of monthly extra tidbit?
